When becoming Prime Minister Gordon Brown attempted to distance himself from Tony Blair by stating that all annoucements will be made to Parliament. During the visit to Iraq in October 2007 he made an announcement on reduction of troop numbers to the press rather than Parliament.[1]
The announcement was made during the Tory party conference. There is an unwritten gentleman's agreement that political party's do not make announcments during other parties conferences. What's more the shadow defence secretary Liam Fox had been led to believe any Iraq statements would be made to parliament, not the press.[2]
Cynical manipulation by New Labour.

After critising the Tory's for being lightweight and without policies, over a 100 days after he took over from Tony Bliar, Gordon Brown is still without a vision for the country.[3]
